Patent Information Centre : WBSCST

Intellectual Property Rights (IPR) protection of innovation has a key role in gaining advantageous position in today’s competitive world. To provide such facility in the state the Patent Information Centre (PIC) under West Bengal State Council of Science and Technology (WBSCST) was set up in collaboration with Technology Information Forecasting and Assessment Council (TIFAC), DST – Govt. of India.

The basic objectives of creating this Centre were as follows:

•  To create awareness on Intellectual Property Rights (IPR) through seminars and workshops arranged throughout the year in collaboration with different academic and research institutes.

Activity Areas:

•  Conduct Awareness / Sensitisation programme / Workshops

•  Conduct Training Programme on IPR: Women Scientists Training Programme/ Professional Training Programme

•  IPR analysis and Guidance for Filing Patent and Other forms of Intellectual Property Rights.

Promote Grass-root Innovations and technology transfer through Novelty searching and conducting training workshops for start-up entrepreneurs.

With a view to infuse knowledge of Science & Technology among the common people particularly those living in remote rural area the Council has launched a programme entitled Bengal Science Initiative form January, 2013. Bengal Science Initiative is an umbrella programme comprising of various schemes and activities with an integrated approach to Promote and Popularize Science in one hand and to identify and undertake more socially relevant Research and Development projects on the other.

Bengal Science Lecture: In order to make students (of School, College and Universities) aware about the current topics of science as well as to create an opportunity to meet the eminent scientists of India, meet them in person and interact with them, a series of lectures programmes are arranged throughout the year. The idea of organising such seminars is to motivate them to take up science as their career.

Research Fellowship Award & Research Grant Award: This programme is being launched with an aim to promote and popularize research with particular focus to take science from the laboratory to land for the benefit of the common people particularly poorer & under privileged sections of the society. Agriculture Environment, Energy & Education are the focal points since each of which has tremendous importance in respect to rural Bengal.

Five Research Fellowship Awards have been declared in the name of the Indian scientists who are icons of science internationally, which include:

i.  Jagadish Chandra Fellowship for Life Science / telecommunication

ii.  Acharya Prafulla Chandra Roy Fellowship for Chemical Science

iii.  Meghnad Saha Fellowship for River Science Research

iv.  Satyendra Nath Bose Fellowship for Theoretical Physics

v.  Upendra Nath Bramhachari Fellowship in Health Science

The fellowships are being rendered to carry out research at one hand and pursue for Ph.D. degree on the other hand, the target people being students completing master degree in science.

Two Research Grant Awards have been declared which include:

i.  Swami Vivekananda Research Grant for Rural Development

ii.  Rabindra Nath Tagore Research Grant for Promotion of Science Education & Research.

Here the target group is college and university teachers who can carry out research in respective lines along with their regular jobs.

Organization of Residential Science Education Camp for High School Students.

Science Education Camp Thrust Areas: Organization of district level three days - two nights residential Science Education Camp is running project of West Bengal State Council of Science and Technology, sponsored by Department of Science & Technology, Govt. of West Bengal. The main objective of this science camp is generation of enthusiasm and consciousness about fast advancing field of Science & Technology through hands on experiment, scientific talk & concepts at popular level to students which help to develop their observational, logical and analytical skills. This initiative is actually directly related to the development and enhancement of scientific literacy of students and teachers and indirectly to common people. Duration of camp is set in such a way that the topic and nature of scientific presentation can help students for further thinking.

i.  Detailed screening, documentation & evaluation of scientifically proved & unproved Homeopathic drugs along with their therapeutic values prepared from Medicinal & Aromatic plants of West Bengal.

ii.  The Impact of Structured Training Programme on a defined population towards Identification, Cultivation, Care and Optimal Harvesting of Medicinal and Aromatic Plants in West Bengal.
